My first guess and the first thing I would check would be debris in the valve itself. This consists of turning off the water, and removing the stem, cartridge, ceramic disc (whatever you have). Turn the water on to flush everything out. If you do not have water when you flush the line, the problem is downstream from there and you just have to work backwards.
