Some times when you move the lever CCW from 'off' no water comes out, and sometimes a trickle comes out. When flow is coming, the closer you move the lever to the Hot side the slower the flow of water becomes.

I'm not sure how you're blocking the port when the water is coming out with full pressure. There could be a blockage in the valve body preventing hot water from flowing at a normal rate. With the cartridge removed, poke a piece of wire inside the hot port to attempt to break up any possible mineral deposit build up.
