First, simply remove the shower head and turn on the water . You should get a real gusher out the end of the shower arm. If so, the shower head is somehow blocked with debris and needs to be cleaned or possibly replaced.
If, with the head removed, you still get very low water flow, you will need to disassemble the valve/and /or / cartridge to trouble shoot.
Is there any kind of warranty here from the builder so you can get a professional to do these things for you?
