I have checked all the "guts" inside the tank for corrosion and crud. Nothing. So, I tried turning the shut off valve on with the ballcock off. No water. I took the shut off valve off, no water. However, the sink in that bathroom as well as the rest of the house is recieving water. I checked the basement..doesn't seem to be any water damage...can't see a busted pipe. Any ideas?

There is either a restriction within the water supply to the toilet or the pipe is frozen in the exterior wall.
If you're in a colder climate and this is a possibilty, you should reinstall the shut off valve immediately before it thaws.
