The piping may be coming through the floor instead of the wall to prevent it from freezing if it is on an exterior wall and you're in a cold climate.
If the above doesn't apply to you, my advice would be to hire a licensed plumber to do it for you.
Or if you prefer, there are home remodeling books that can guide you through it, available at books stores, online or at the library.
