That could do it. One cause of loss of bowl water (after you have ruled out the obvious, such as a cracked bowl...which would show up as a leak under the toilet) is siphonage of water out of the bowl into the drain. A classic example would be some fabric that partially obstructs the trap and wicks water out of the bowl into the drain. Try clearing it with a closet augur or take the bowl out and snake it.
