That would cause both of your problems with the toilet, so it is a good possibility. : I checked that and it is in it's correct position. I am also noticing the toilet is flushing slow recently. Meaning it does flush but the waste inside is now spinning in the bowl for a while then flushing down at a slowed rate. : Could this be due to roots in the sewer line? When we first moved over a year ago we had problems with the tree roots.
