Discharging hot water from a WM into a toilet may crack the toilet instantly.
Legally, according to plumbing code, you cannot do what you want, especially living in a flat. There's always the chance of an overflow if something goes horribly wrong with improper water & drain connections.
There are portable WM's that can be installed in a kitchen but you would need a professional to see the conditions.
