Another plumber put in a Toto brand fill valve. It hisses. The plumber said, just jiggle it, it's probably just sediment (it isn't). Is this a known problem, or have we just had bad luck with a lemon or two?

It appears your bad luck is in finding a competent plumber, (and maybe a defective part or lemon as well).
If the toilets fill valve was defective, it is always advisable to install only OEM replacement parts.
If you decide to go with A/S, keep in mind the the Champion is only available in white, handicapped height and elongated.
