You can use either method, I would use a jackhammer with a chipping bit. If the jackhammer you're going to use is electric, you more than likey do not need to worry about causing and damage to the surrounding cement.
If you drill, you would need to drill a series of holes and use a sledge or lump hammer to break the chunks off, carefully.
