The only reason I can think of that the toilet is set on that platform is that there may not have been enough slope from the flange to the drain line. There must be at least 1/4" per foot for a toilet to drain. Properly done, the toilet flange should be set on top of the finished floor. If the finished floor is the concrete floor, that's OK, but there must be that 1/4" per foot slope. About the only way you can tell for sure is to break out the concrete around the drain. This sounds like a worse job than it actually is, but it does take some work. Rental tools can help.
