removing pvc toilet flange from basement floor

I made a serious mistake and glued a toilet flange to the pvc waste pipe in my basement. The waste pipe is under the concrete floor. The flange doesn't sit flush with the concrete floor and I can't add enough final flooring thickness (vinyl, etc.) to decrease the relative flange hgt above floor so that toilet won't rest on flange.

If I have to remove the flange and put a new one on that will sit flush with concrete, how do I get the old one off?? I can remove the material that is above the floor but what do I do about the section of flange that is securely glued into the waste pipe?

Please...any advice would be greatly appreciated.
