I wouldn't recommend tasting the crud, but I doubt if there is any real worry. What it sounds like to me is that the wax ring was not sealing completely. Since it is a concrete floor, you just need to remove the damaged linoleum, clean the concrete, put down new linoleum, get a new wax ring, and reseat the toilet. Getting the old linoleum up might be the worst of the job.
