I just installed an Aquastat and found that the differential is above the temperature setting. As with yours, if you have the main dial set to 200'f, the 20'f differential is above that (220'f). It is normal to have the differential below the setpoint but these are different. To get 200'f water, set the main dial to 180'f and the differential to 20'f. It will now come on at 180'f and off at 200'f.
