It depends on what you mean by a closet elbow. The regular closet bend is a 4x3 elbow witha spigout end so the 4" flange will slip over it. The spigot end is about 4" long so the flange will slide down onto the floor and the excess can be cut off. Many plumbers do use the 3" elbow and 3" flange since they save money doing it that way.
