I flushed the pipes (mains are galvanized) of built up rust and a good amount of pressure was present. After installing the new valves (1/4 turn ceramic disc)within the hot & cold handles, I lost a considerable amount of pressure. I removed the valves & flushed the whole system again, but no better. American Standard told me they do not make a replacement valve that would allow more water to flow to the tub spout or the shower head...government regulations.

The government regulations that apply to American Standard also apply to all other plumbing manufacturers. No shower head may put out more than 2.5 gpm.
