He is correct, but what size is the pipe? I always use a 4" riser so a 3x4 flange would glue inside it and not create an obstruction.
: I have a rough-in for a toilet in my basement. A friend was helping me install the toilet. When he looked at the pipe coming out of the floor he said that the builder should not have cemented up to the pipe. He said there should be a gap so that a flange can go down into the cement.
: Is this true ?
: Are there any other options besides breaking up the cement around the pipe ?
