Low water pressure/high water pressure

I just bought a house in a subdivision on city water. Every outlet inside the house plus the spigot on the back of the house exhibits moderate to low water pressure depending on how many outlets are open. In other words, flushing the toilet while a faucet is on greatly reduces the pressure at the faucet until the toilet fills up again. However, just today I discovered that the spigot on the front of the house has tremendous pressure. There was a loud "whoosh" as I opened the spigot into my garden hose, and my wife's hand experienced recoil as she used the sprayer attached to the hose. What could be causing most of the pressure on the whole system to be focused on one outside outlet?
