You van cut a 3.5" hole in a 2x8" joist, but you need to reinforce the joist by both sistering and adding double blocking. Pay strict attention to adequate nailing, and you can even use steel reinforcements (made by Simpson Strong-Tie) in the area that you will have to cut out.

: : I am adding a bath to my upstairs that currently has no plumbing. I have 2"x8" floor joists. It seems like I am limited to bringing the 3" drain down somewhere between the two joists that my toilet happens to sit between. I can't drill a 3.5" hole.

: : Is there any engineering solution? I would be willing to add floor joists, although these new joists would have to have a hole drilled through them also.
