There could be a loose washer somewhere in your system. It could be the ballcock or toilet shut off valve but it could also be anywhere in your system. When the toilet or dishwasher calls for water it lessens the pressure in the main line allowing for loose parts (washers) to vibrate until the pressure equalizes.
