You have a volume problem, not pressure. There is something blocking the water from getting from the main line to the fixture. Supply lines are usually flex lines, so make sure it's not kinked. Then disconnect the flex where it connects to the fixture. Put the end in a bucket and slowly turn the water back on. If you have water, then the problem in in the fixture. Replace or repair fixture. If no water, the problem is in the cutoff valve or inside the flex line.
