Apparently because of a slow drip the outside of the tank has rusted(the tank is 6 years old). They also would like "the vent replaced"???

You very seldom win an arguement with an "inspector", even a home inspector. Replacement of an expansion is usually a very simple job and the tanks themselves are not expensive. I would go ahead and comply.
I, however, have no idea what "vent" you are talking about--a plumbing vent, a dryer vent, an exhaust fan vent, etc?
