No hot water flow anywhere.

I have a house for sale that has been vacant all winter. The water was turned off prior to cold weather. When the water was turned back on this spring, several cracked pipes were noticed. We replaced the pipes. Now we have no hot water flow, anywhere! Water continuously flows into the water heater (I can get return from the release and flush spigot), but won't stop (as if it won't fill). With the valve to the heater off, the water meter shows no usage (ie no leak). We replaced the heater with a brand new one and it does the same! Could I have mixed up the pipes while replacing them? Why won't the heater fill? Thanks for any input.
