Do you have an electric water heater? I presumed gas. I agree a burned out element would not cause over heating and that a faulty thermostat could. Do you have heat traps on your heater? They are coated nipples about 3" long on the inlet and outlet of your heater. They can cause the pressure expansion from heated water to set off the relief valve because the heat has no room to expand.
