We have replaced one sloan valve, and it made no difference. We had the drain lines cleaned by roto rooter and it made no difference.

Am I corrent to understand that you are experiencing excessive pressure on the flush valve toilets and not the tank type toilets?
Am I also correct to understand that these toilets worked correctly for many years before this joint problem occurred? If so is it possible you have an expansion tank?
Flush valves require more volume and pressure than tank types. In retro fitting flush valves into an existing system that is too small, an expansion tank will allow these valves to work. LonnythePlumber
