This can also happen if the water from the tank is not entering the bowl fast enough. Take a 5 gal bucket about 3/4 full and pour it quickly into the toilet bowl. If it flushes, clean the small holes around the rim of the bowl and the larger one at the bottom of the bowl. If it does not flush, the problem is in the toilet trapway or the drainage line.
