any pipe,tank or vessel that contains warm water can promote the growth of legionella bacteria, usually a stagnant condition worsens the possibility, however, setting the water heater to 135 degrees will provide a point to kill legionella but caution should be exercised - this temperature is scalding and the addtional installation of a tempering valve is recommended.
