The sillcock should be a frost-free design. These have a long shaft with the valve seat in the inside end so that when the water is turned off, the shaft is empty. You have to work on it from the inside where you can see what you're doing and use tools. If it is attaching to PVC, it might be easiest to make the final connection using a PVC glued joint. BTW, never leave a hose attached to the sillcock in freezing weather.
