I live in a 1937 apartment building. I have an old porcelain toilet with no tank--just pipes that go into the wall. I never had any problems with it until one day it started making a running noise and bubbling like a miniature hot tub. The apartment manager put on a new valve of some sort to solve the problem. Ever since then, the toilet does not flush well. Often leaves paper/waste in the bowl and has to be flushed twice. Water doesn't fill to a consistent level in the bowl.
Manager claims this is normal for an old toilet with a new valve. Is this true? Any insights? Thanks.
