toilet clogs

My downstairs neighbor frequently had problems with her toilet backing up, especially after her son used it. She finally replaced her old toilet. The new toilet backs up as well, even worse. The plumber said it must be because of hard bowel movements and suggested she break up the feces before flushing. She is quite disgusted about the suggestion. The toilets in the building (a duplex ) empty into the same drain pipe. I have problems with my toilet efter my teenage son uses it, but it's nothing a plunger can't solve. Is there a solution, or is she doomed to forever be chopping up turds?
