The pipe is freezing because it passes through an area that is uninsulated from the outside and receives no warm air circulation. If you can, relocate the pipe so that it is not in that cold, dead air space. Another trick I've used is to get the space open so that a fan can blow air through the passage. Be very, very careful about using heat lamps or electric heaters as they can cause fires. A very temporary fix would be to readjust the float valve in the toilet to prevent it from shutting completely off. Some or all of these ideas might or might not work. The best solution in the long run is to replumb so that the pipe(s) do not run through cold air areas.
