A flange (any kind) must rest on top of the finished floor. It can not extend above that level. Unless there is some irrepairable problem with the cast iron, I'd repair it and use it. To change to PVC would require some "serious" plumbing. It can be done, but could be expensive. An "offset" flange would be one that can be turned so as to adjust the toilet's position closer to or further from the wall.
