The upstairs toilet can only be affected by problems in the toilet, unless you have a very unusual situation. : We have an upstairs and downstairs toilet. We are having trouble with the upstairs toilet not flushing. It never : completely empties. It can be flushed 4 or 5 times and still have not empty. We have replaced the inter parts. Is : it a septic tank problem? The downstairs toliet works fine. Thanks.
