Find out more about the timing of the hum. Does it occur when you flush a stool, and stop when the stool stops filling? If the WH valve will stop the noise I would suspect a loose washer and/or stem in the WH inlet valve. Excessive water pressure can cause noises also. Have the pressure checked and install a pressure reducing valve if the pressure exceeds 80 psi. A thermal expansion tank adjusted to your normal water pressure can also help with noises.
