We have an upstairs and downstairs toilet. We are having trouble with the upstairs toilet not flushing. It never completely empties. It can be flushed 4 or 5 times and still have not empty. We have replaced the inter parts. Is it a septic tank problem? The downstairs toliet works fine. Thanks. |
