I had the same problem and solved it by cleaning the "tank fill valve." It was not allowing enough water to pass through the small hose to the bowl while the water closet was filling. Thus I had insufficient water in the bowl to start the flushing cycle. You may have to install a new valve if you cannot clear the "fill line." Mine now works fine.
