Turn all of your fixtures OFF. If you are on a well, check the pressure gauge. If the pressure slowly falls...and the pump kicks back in...and the pressure slowly falls...then yes. You have a leak somewhere. If not, Just rebuild or replace the faucet. You can buy a variety of stems at Home Depot or Lowes. But check the price of those new stems vs. the price of a new faucet. You can buy a brand new (lifetime guarantee) Glacier Bay faucet for your kitchen for about $50
