low water pressure in my shower

I am in court against my Landlord re: water pressure and temperature problems.I have a report from a plumber that states that the flowing pressure from my shower is 16 psi. In a follow up letter he states that the plumbing by-law code and BC plumbing code both require a minimum flowing pressure of 7.25 psi! This seems rediculously low. In fact I almost couldn't get the psi gage to register that low as that is just a trickle from the fawcet. So my question is what do buildings really require and what is really conscidered "standard" or "acceptable", even "reasonable" pressure. Can they get away with saying that 16 psi is acceptable?
