You must have encountered a "flat rate" plumber. That is the way they operate. In fact, one of the plumbing industry magazine editor's mother had the same experience and he wrote a blistering denunciation of the plumbers who would gouge the public that way. : I recently had a water leak. I was out of town and my wife took care of it. While the plumber was there she decided that we needed 2 new tank kits ($10.00-20.00 probably if you bought one in the store). I had just replaced one of them about a month ago and it took me about 15 minutes. The charge for the 2 tank kits $250.00 per toilet.
