That's right. Only problem is that some of the rods on the city owned valves have their own specs, and those ready-made won't fit. There probably could be modified easily to work, and who knows, you might get luck and find one exactly right on the shelf. Take a flashlight and a tape measure to the manhold and see just what you need.
