Main valves have a rod which sticks part way up the manhole. Although you can reach the rod, it is difficult to impossible to gain enough leverage to turn the rod with any kind of wrench that will fit in the confines of the manhole. You need a "T" made from pipe long enough to reach down into the manhole, adapt to the end of the rod, and allow the upper end to extend above ground level. Mine is 1" steel pipe about 24" long and about a 24" crossbar. It had a rectangular slot to fit over the end of the rod.I believe there are several different possible ends on the valve rods, so you have to find one that matches or have one made to fit.
