Septic tank elevation, resetting

Recently purchased a place the bank held for two years, and the 4" PVC drain to the tank is slow. Pumping helped some, but I dug up the line and found that the septic tank is one and a half inches too high. Has anyone ever tried auguring all around the tank with a tractor, filling the cavities with water, and then tapping down with the loader bucket on the front of the tractor? Is there an inexpensive solution to this problem?
