In response to Re: Vent fan Damper noise
In the past I have glued (contact cement) a small button magnet (3/8 inch diam) to the bottom of the damper plate. It was just enough to hold the plate shut but would open when the fan ran. Did it in two of our bathrooms over 15 years ago and they are still going strong, no more clunking.

: Just installed a panasonic vent fan in my upstairs full bath. It's super quiet exceptwhen the wind blows. The metal damper plate makes a clunk noise whenever its kinda windy. Any solutions? The transition from the attic to the outside also has a damper flap, Should I somehow extend the outer plastic Cover downward to more or less block the wind?
