Pipes banging when washer turned on or toilet is flushed

My cold water pipe bangs when the washer starts to fill or just as a toilet is flushed. I've narrowed the problem to the area of the cold water inlet to the hot water heater. If the shut off valve to the hot water heater is wide open the pipe bangs hard. If I close down the shut off valve to the point where it's almost closed, the problem goes away....but you can hear water shooshing in the pipe to the hot water heater when either the washer starts to fill or a toilet is flushed.

I've drained the water system and fired it back up with everything turned on to make sure there was no air in the system to no avail. Do I need a one way check valve on the cold water side to the hot water heater??
