Two handle faucet - LOW pressure

I have a two handle bathtub/shower faucet that was working fine - but now I have low water pressure. The faucet is made by Moen - and I have taken out both cartridges. With the cartridges out - the water pressure is fine. I put the cartridges back in - and the water pressure drops. I'm guessing some rust is caught back in the T but I don't know what to use to clean it out. Of course, the back is not accessible. Please let me know how to clean this out. Thanks.
