You lose! "out" will raise the pressure.

I don't know why the installer like 60 so much.
60 should have worked though. Are you sure that all of the shutoff valves are in the full open position?
I like to open them, and then turn the handle back in, just a bit. That way the next person that grabs the handle can determine better which way the handle should be turned.
