sewer back up

I am a woman with absolutely no plumbing experience. I have had a plumbing problem for quite some time. Their is constant sewer back up in the basement. I want an opinion about the professional advice I was given. Apparently, the house we live in has only an old holding tank that slopes uphill. I have been advised to install a new holding tank (sloping downhill of course) as well as a sewer field. My confusion is this: Why would I install a new holding tank, when it isn't suited for year round residential purposes and a sewer field both. Any advice would be appreciated. Thanks.A
