I basically concer with Terry, but you didn't say how much concrete has to be removed. If it's clear across the basement, then forget DIY! But 2 or 3 feet is quite another matter. For $100, you can buy a 3 function rotary hammer/drill from Grizzly Tools that will handle that much quite easily although yes, there is dust to contend with. You won't hurt the other pipes.
