I had a similar problem when my shut off valve in the basement broke and my basement began to flood! The cutoff at the meter is set down about 18" into a manhole. All there is in the hole is a rod with a flat end. I couldn't get a wrench with enough leverage in the hole. I had to wait for the city water dept to get a man dispatched from across town with a tee bar "key" that would slip over the flat spot and reach above the manhole. The next day, I had a friend (welder) make one for me. It has been handy a couple of times. It was an awful feeling to see a 1" copper pipe with 60 lbs water pressure behind it shooting water into my basement.
