Basement Drain Tile Clogged

We had a very hard rain and we noticed a leak in the basement. I saw the crack on the outside of the basement wall. I dug ALL the way to the bottom of the wall! I was wondering why the drain tile wasn't working? I dug around the drain pipe. It had about a foot of grave on top. From what I've seen it looks to be installed right. I cut into the pipe and it is completely full of sediment. All I can figure is when we moved in the basement windows had drain pipes going to the bottom of the wall but they didn't have a cover. I bought covers and cleaned them out as best I could but I think dirt washed down into my drain tile. My problem is how to clean out the drain tile without digging it all up. Any help would be appreciated. Thanks.
